How to speed tank using this fit?
Use the afterburner to approach the NPC, then orbit enemy at 500m. Use shield booster only if necessary.

Ammo Info:
Nuclear S lets you hit out to around 10km, Optimal 2600m with 47.4 DPS.
Depleted Uranium S lets you hit out around 9900m, Optimal 1600m with 75.8 DPS.
Phased Plasma S lets you hit out around 9100m, optimal 820m with 113.7 DPS.

Other Equipment consideration:
You can switch out the low slots with other items depending on how you want to do combat.

  Costs more isk, provides additional resistance

Tank Info:
Fitting Adjustments may sometimes be needed depending on what type of missions and NPCs you will be facing.

Change out the Amplifier's according to what NPC types listed in the mission description. Since this fit only uses one amplifier, you would use the first amplifier only which is the biggest damage type that the NPC usually does against your ship.
